Ali Falih Al-Zaidi, Prime Minister of the Republic of Iraq, addresses the General Debate of the 81st Session of the General Assembly of the United Nations (New York, 22 – 26 and 28 September 2026).

World leaders will gather to engage in the annual high-level General Debate under the theme, "Better together: 81 years and more for peace, development and human rights".

The General Debate of the United Nations General Assembly is the opportunity for Heads of State and Government to come together at the UN Headquarters and discuss world issues. Heads of State and Government and ministers will explore solutions to intertwined global challenges to advance peace, security, and sustainable development.

The UN General Assembly (UNGA) is the main policy-making organ of the Organization. Comprising all Member States, it provides a unique forum for multilateral discussion of the full spectrum of international issues covered by the Charter of the United Nations. Each of the 193 Member States of the United Nations has an equal vote.

The United Nations is an international organization founded in 1945. Currently made up of 193 Member States, the UN and its work are guided by the purposes and principles contained in its founding Charter.

The European Council is the highest political body of the European Union, bringing together the heads of state or government of all EU member states, along with its President and the President of the European Commission. It sets the EU’s political agenda, addressing major challenges and defining strategic priorities, such as those outlined in the Strategic Agenda 2024–2029, which focuses on a free and democratic Europe, a strong and secure Europe, and a prosperous and competitive Europe. The European Council also plays a crucial role in crisis management, from responding to Russia’s war in Ukraine to tackling the COVID-19 pandemic. Decisions are typically made by consensus, and its meetings, often called ‘European summits’, take place at least four times a year in Brussels, Belgium.

The Council of the European Union (often referred to as the Council) is where the daily legislative and policy work of the EU happens. Comprising ministers from each EU member state, it negotiates and adopts laws, usually in partnership with the European Parliament, across 10 policy areas, from foreign affairs to energy. Meetings are held regularly in Brussels and Luxembourg. Unlike the European Council, the Council operates under a rotating six-month presidency, held by each member state in turn, ensuring that every EU country, regardless of size, has an equal voice in shaping European policies.

EU Philippines Trade Deal, Hungary Funding and OceanEye: EU News of the Week

Europe’s trade ties are expanding. This week, the EU and the Philippines reached substantial agreement on a new Free Trade Agreement, putting the negotiations on a path towards final conclusion. The deal would liberalise more than 94% of tariff lines, covering over 97% of bilateral trade, while opening new opportunities for businesses on both sides.

Also this week: the European Commission proposed unlocking €4.2 billion in Cohesion funding for Hungary and restoring full access to Erasmus+ and Horizon Europe, following its assessment of measures taken by Hungary on rule of law issues affecting the EU budget. The proposal now goes to the Council, which has one month to decide.

And finally, the EU and Canada joined forces to strengthen global ocean observation. President Ursula von der Leyen and Canadian Prime Minister Mark Carney launched the OceanEye International Alliance, helping secure at least €211 million in financial and in kind pledges from partner countries to support the Global Ocean Observing System.
