Application of the OSAC Registry of Standards to Forensic Science Service Providers’ Quality Systems

The NIST Organization of Scientific Area Committees (OSAC) for Forensic Science advances the mission of strengthening forensic practice by facilitating the development of technically sound, science-based standards through a formal standard developing organization (SDO) process. Although, there are numerous challenges facing laboratory managers in implementing standards, OSAC has observed scores of forensic science service providers implement standards listed on the OSAC Registry and has gathered helpful guidance from the experiences of those laboratories. This webinar offers laboratory managers the opportunity to learn about those experiences and address strategies for successful facilitation of standards implementation in their own agencies.

Digital Caseload Processing with the NIST National Software Reference Library

This webinar provides an overview of the National Institute of Standards and Technology (NIST) National Software Reference Library (NSRL) Reference Data Set (RDS). The NSRL hash set changes to a new format beginning March 2023, bringing several new capabilities into the hands of digital evidence practitioners. Examples shown enable the creation of case-specific hash sets and searches for notable files. A new update process is also demonstrated.

FITS—Functional Implementation of Thorough and Systematic Approaches for Fracture Examinations

This webinar describes a simple and systematic method for comparing fracture fits using standardized qualitative and quantitative criteria. An extensive database of nearly 9,000 samples of duct tapes, automotive polymers, and textiles is used to estimate performance rates and strengthen the scientific foundations of fracture fit determinations. Also, the consistency of results from inter-laboratory studies shows the utility and reliability of the proposed approach. This presentation demonstrates harmonized examination protocols and decision thresholds, effective mechanisms to ensure a transparent and reproducible peer-review process, and metrics that substantiate the evidential value of fracture fit conclusions.

Dental Morphology: The Informative but Lesser-Known Traits

This presentation introduces scoring procedures for dental morphological traits of the molars that can be employed in population affinity estimates for forensic anthropological casework. While common traits, such as shoveling and Carabelli’s trait, are briefly discussed, the focus on molar morphology promotes a greater understanding of informative, less commonly utilized traits that often preserve better in forensic case settings.

Approach to a Crime Gun Intelligence Center with Inclusion & Support of 3D Virtual Comparison Tech

The Phoenix Police Department (PPD) made a department-wide cultural change in evidence handling, screening, and processing strategies in support of Crime Gun Intelligence Center goals. In addition, the Firearms Section of the PPD Crime Laboratory has validated and implemented a 3D topographical Virtual Comparison Microscopy (VCM) system. The presenters will discuss how the addition of 3D VCM technology in the laboratory and the incorporation of 3D technologies into the NIBIN system has bolstered their ability to provide the best results possible to our customers.

The Effect of Time on Rusted Firearm Identification

Although iron-based metals are popular for making critical parts of firearms, they are susceptible to corrosion or rust. There is currently little research on how long a firearm can be left to rust before an identification is no longer possible. This project evaluates the effects of rust on the common working surfaces of Glock and Smith & Wesson Sigma firearms.
