Hair Root Staining – What Can Hematoxylin Do for Your Laboratory?

Hair evidence collected as part of a forensic investigation has the potential to provide valuable source information through DNA analysis of its root. This webinar discusses the process of utilizing Hematoxylin staining in forensic casework as an indicator of hair root DNA suitability. The presenters demonstrate the process of staining hair roots with Hematoxylin, as well as provide visual examples of stained hair roots. This webinar also highlights the benefits of implementing hair root staining into casework in terms of increased DNA yields, improved casework efficiency, and preservation of non-viable hair root evidence.

Forensic Fractography of Bone A New Model for Skeletal Trauma Analysis

Fractography is a tool for studying material failure. Analysis of cracks and fractures can reveal information about how, why, and where a fracture initiated and how a crack traveled, providing insight into the cause of failure. This webinar provides a basic introduction to forensic fractography of bone, which represents a new model for skeletal trauma that emphasizes understanding the cause of material failure rather than simply classifying fracture patterns.

Electronic Cigarettes: A Tangle of Regulation, Public Health, and Public Safety Issues

While modern electronic cigarettes (ECIG) were invented as an effective alternate method for nicotine delivery, the unregulated cannabis industry and recreational drug consumers adopted them for their culture acceptability and concealability. Absent strong, clear federal regulations, the ECIG industry rapidly expanded product types and e-liquid formulations. E-liquids contain chemicals considered safe for oral consumption, creating an aura of safety for consumers. While the E-cigarette, or Vaping Product, Use Associated Lung Injury (EVALI) epidemic exposed the toxic nature of vaping, the ECIG industry has facilitated the public consumption of recreational drugs.

The role of the EU legal services in building EU autonomy | 2025 ECB Legal Conference

The panel examines the role of the legal services of the EU institutions in building EU autonomy. Considering that the EU paradigm of autonomy is based on law, institutions, and international cooperation, the legal services of EU institutions have to take into account different perspectives. They need to advise in line with domestic law—and in a context where legal challenges are not typical, this role is more important. They need to be vigilant to protect the independence of their institutions, and in a non-majoritarian populist context, that might be a significant challenge on its own.

They also need to ensure the respect of international norms and the infrastructure of global cooperation. All this while addressing new problems that require new solutions. This panel will discuss the role and challenges of legal services in combining this triad of perspectives.

Independent administrative discretion and the rule of law | 2025 ECB Legal Conference

One basic element of an ascending paradigm of governance is mistrust of non-majoritarian institutions such as courts, agencies, and central banks. This mistrust materialises through challenges to the independence of such institutions or the curtailing of their discretion.

This panel will compare developments in the EU and US in this area focusing both on legislative measures and the case-law of the CJEU and US Supreme Court. For example, the reversal of the Chevron doctrine by the Supreme Court in Loper Bright Enterprises v. Raimondo will be compared with the approach of the CJEU in cases such as Credit lyonnais. At a more conceptual level, the panel will discuss how non-majoritarian institutions are a constitutional component of Western democracies.
